Nationalist Soldiers.
Grateful for help you have been giving.
Cut of batch of 980 soldiers and dependents sent by Hiram, 105 were returned on grounds of improper documentation. These were mostly halt and blind and presumably this was real reason for refusal of entry.

Grateful for anything you can do to obtain admittance of these and ensure that future shipments do not suffer.
4. Shipments for repatriation of further batch of 1,200 fixed through Tung Wah Hospital. Wu Teh Chen promises private assistance in return for anticipated future favours from us.
Not known here whether his assistance is in fact effective or genuine.
