I have the honour to refer

to Mr. Creech Jones' Priority Secret

Savingram No. 200 of the 10th of

September, 1948, on the subject of

Kowloon City. You were informed in paragraph 1 of this communication

that reference to the International

Court of the dispute over Kowloon

City should be avoided and in the

same paragraph you were informed

of the advice on which this

conclusion was based. I am now able

to explain that this advice was

an

contained in the Opinions of the

Law Officers of the Crown. Since the

Attorney General has conditionally

consented to allow the Opinions of

the Law Officers of the Crown to be

communicated to Colonial Governors

to whom they are of interest, and

since I understand that owing to

the destruction of records by the

Japanese full documentation concerning

the history of the Kowloon City

dispute is not now available to you,
