Consider in view of developments in
China that screening should be very vigorous
Bo as to exclude any Communist fellow-
traveller or any person known or suspected
to be intending, or prepared to assist Communisma in any way.
I am advised that, although it is of course realized that any such offer would heve to be cautiously worded owing to the difficulty of controlling the movements of British subjects, it might help to secure the agreement of India and Pakistan to carry out such screening if your Government could offer them similar protection in respect of persons wishing to proceed to those countries from Hong Kong.
I am not sure whether you propose to communicate direct with those Governments or whether the Commonwealth Relations Office
