Please refer to Hong Kong Savingram No.84 dated May 9th 1949 to me repeated to Secretary of State for Colonies No.76 regarding entry of Indians into Hong Kong.

I do not know whether the position regarding

admission of Indians to Hong Kong has changed as a result of

recent developments in the situation there and would be grateful for instructions whether I should still approach the Government

of India as desired by the Governor Hong Kong.

If it is decided that I should do so I would explain

the necessity of restricting movements of Communist sympathisers in

view of existing situation in Hong Kong but I consider it

undesirable and probably unnecessary to stress the details laid

down in paragraph (? 1) of Savingram No. 40 dated February 10th, 1949

from Secretary of State for Colonies to Hong Kong. Government of

India have recently shown themselves anxious to prevent movement of

Communists and "fellow travellers" both into and out of India and

may be expected to adhere to this policy. If the Government of India

agree to undertake screening, its effectiveness should be adequate in

case of well-known individuals and applicants resident in Delhi and
