I have discussed methods of screening Pakistan entries to Hong Kong informally with the Pakistan Government and I consider that effective screening can be done by their C.I.D. and District Police authorities. Pakistanis who do not already possess passports have, in the normal course of events, to be subjected to searching enquiry before a passport is given to them, and I believe that undesirable types, viz. Communists or ex-enemy collaborators will be excluded by such a process. With regard to persons already holding passports, the Pakistan Government will agree to check up on their recent history with the C.I.D. and Police before authorising entry.

I have also consulted the Commonwealth Relations Office, who have better opportunities of judging the effect of Pakistan screening for foreign travel than I have.

Their reply shows that position is

at present not unsatisfactory. They suggest, however, that you should consider position of Pakistanis living outside Pakistan: visa issuing authorities are not likely to know much about persons who are on the move and should no doubt be instructed to refer such applications to
