Thank you for your letter of 10th September about the entry of Indians and Pakistanis into Hong Kong. We agree that, subject to agreement with Hong Kong, the arrangements for screening should be more formally arranged.

In this event, do you envisage the agreements being made by the High Commissioners on behalf of the Governor or here in London?

As regards my letter of the 24th August I feel that we should not delay longer the reply to the External Department of the office of the High Commissioner for India and suggest that a sentence might be added to the draft sent with that letter to the effect that the conclusion of definite arrangements for security screening by the Governments of India and Pakistan is under discussion.
