of a return ticket, or a deposit therefor, to their port of origin;
(a) artisans who have been guaranteed employment in
Hong Kong and are in possession of a contract which provides for a return passage on completion or if for any purpose the contract is broken.
In view of the existing situation in Hong Kong, however, the Governor of the Colony considers it essential to take every possible precaution against the entry of Communists of Communist sympathisers into the territory for which he is responsible. It is therefore considered that any relaxation of entry permit requirements in the way contemplated in para. 2 above must be dependent on a satisfactory agreement being reached with the Government of India whereby they would undertake the scrutiny of applications for visas for Hong Kong for Indians in the categories there referred to. Such an arrangement for scrutiny by the Government of India would, of course, apply to applications from Indians desiring to proceed to Hong Kong not only from India itself but from other countries overseas, in which latter case reference would be made to you by the United Kingdom authorities or representative in the country where the application is
made.
I am to enquire whether the Government of India would be prepared to undertake such a commitment for the scrutiny of visa applications to ensure that visas for
