Dear Paskin,

Thank you for your letter of 15th. August.
2. The periods suggested by me are of course
only suggestions, & they could be extended. But I dis-
agree with the idea in the third paragraph of your letter,
that we should use these intervals as delaying tactics.
That would only prolong the period of uncertainty & un-
settlement & would give agitators longer in which to stir up trouble. If there were serious developments, such as a prolonged general strike or a military attack on the
Colony, then there would be justification for the Sec-
retary of State to say that further consideration of the
proposals must be deferred until the situation had ex
returned to normal.
3. I enclose an extra copy of this letter for you
to send on to Nicoll.
