The last time we wrote to the Government of India about the proposed constitutional changes in Hong Kong was in October last year. Since then we have had several enquiries from the Indians as to what progress was being made. We are of course still unable to give them any indication as to how things are developing but we should like our High Commissioner's Office in New Delhi to reassure the Indian Government that their interest in this matter is not being overlooked. I enclose a copy of a draft letter to our High Commissioner's Office in New Delhi and should be glad to have any comments or amendments you may wish to make before it is despatched.
