the interest of the Government of India in this matter is not being overlooked and that further information will be sent to the Government of Indis as soon as possible.
4. For your own information I may add that the problem has recently been discussed in London with the Governor of Hong Kong, and that it is proposed that a despatch will shortly be sent to the Governor of Hong Kong indicating that as the 1949 propomis have the effect, in practice, of limiting the proposed franchise to a very small proportion of the present population of Hong Kong, the Secretary ef State for the Colonies would be glad if further consideration could be given to the possibility of devising other means, whereby the process for the selection of unofficial members of the Legislative Council would be placed on a broader basis, in which non-British, as well as British, interests could participate, i.e. by some process of indireat elestion.
5. There will still be a number of nominated members who will probably be chosen from the Chinese, Fortuguese and Indian communities but no final decision on this point has yet been taken, The Governor of Hong Kong is, however, aware of the Goverment of India's interest in this question.
6. The intention is that the Colonial orrice despatch should in due course be published, and the Colonial office have undertaken to let us have copies
