Just a line to acknowledge you undated letter, received here on the 14th November, enclosing the revised draft of our reply to your despatch No. 155 of the 25th August, 1949 about the new Constitution. Your letter and the revised draft have been up to Jeffries and we all agree that the Secretary of State need have no hesitation in accepting the relatively minor changes proposed in your letter. Before the draft can issue, however, it now has to be cleared with other interested departments. We are doing this and hope to get their views before the middle of December. The reply will be sent off as soon as possible after that.
