(1) For reasons given at length in paragraphs 2, 3 and 4
Executive Council has decided unanimously that the proper course to take for producing another unofficial member is that he should be nominated by the Governor (paragraph 5). This would enable His Excellency to adjust the balance of the Council after the election taking into account any need for the representation of Indians or Portuguese. The Governor concurs in this proposal.

(2) Council was opposed to any increase in official member- ship the Governor concurs (para. 6) and so recommends that there should be only 4 official members, 6 elected members and 5 (not 4) nominated members. As regards the extension of the franchise of the Urban Council the Governor points out that some delay would be inevitable in compiling a list of those eligible to vote and in checking their claims to be British subjects (para. 7). He suggests therefore development in two stages:-
(a) the amendment of the Constitution of the Urban Council
to include 4 elected members instead of 2, and 2 official members instead of 4. The new Urban Council would then elect from itself 2 members of Legislative
/Council.
