Sir A. Grantham is of course going back earlier than was originally expected when we had our talks with the Secretary of State. It is a pity, however, that we shall not be able to get the agreed despatch off if my view is accepted, as we hoped and the Secretary of State expected in his minute of 10/8 above.

I have no doubt it is true that it would take appreciably longer to prepare and bring into operation a constitution providing for direct election than one merely extending the franchise for Urban Council elections, but I am afraid the draft letter exaggerates the difference. The constitutional instruments themselves would be hardly affected one way or the other and, though I have no practical experience of planning for and running elections, I have little doubt that most of the work of demarcating electoral districts and some preparatory work
