Sir A. Grantham is of course going back earlier than was originally expected when we had our talks with the Secretary of State. I have no doubt it is true that it would take appreciably longer to prepare and bring into operation a constitution providing for direct election than one merely extending the franchise for Urban Council elections, but I am afraid the draft letter exaggerates the difference. The constitutional instruments themselves would be hardly affected one way or the other and, though I have no practical experience of planning for and running elections, I have little doubt that most of the work of demarcating electoral districts and some preparatory work
