Sir A. Grantham's letter at (33) is, I think, quite satisfactory. He would see no objection to extending the Urban Council franchise to include British subjects not at present eligible for the Jurors' List provided they would have their names put on the electoral role of the Urban Council. This, I think, will meet the Secretary of State's point, to which Mr. Cook referred in the letter at (32).
I have had the draft despatch retyped to include the various alterations we have discussed, including the addition suggested by Sir A. Grantham at 'X' of (33), it care now to resubmitted for afferval by the d. 8. on the lasin got of your map
