Please refer to my letter of the
23rd October about the proposed
constitutional changes in Hong Kong.
In it I explained that consideration was
being given to proposals alternative to
those in the Governor's despatch No.155
of the 25th August 1949. Briefly, these
alternative proposals are based on a
system of indirect elections. There
would continue to be certain official
and nominated members, but others would
be elected by and from the General Chamber
of Commerce, the Chinese Chamber of
Commerce, the Urban Council and the
"unofficial" J.P.s. There would again
be an "unofficial majority". The
following table gives the proposed
composition of Legislative Council and

you will note that there are to be five
that
nominated members and, this will enable
the Governor to adjust the balance of
Legislative Council to ensure that as far
as possible all communities and
interests should have some degree of
representation.
