2. The next point is whether we are now to push ahead with this new constitution or not. I read (1) on this file as meaning that the Governor was content that final decisions could wait until after the General Election, but not that he would prefer decisions to be postponed for several months such as our discussion with Mr. Nicholl (recorded at (5)) tended to suggest.
I think myself that it would be a good
thing to telegraph to the Governor and ask for a clarification
of his views on this point, mentioning of course to him in our
telegram (which I think should be personal) what we had
gathered in our talk with Mr. Nicholl. When we have a reply
we should then consider sending the files with the papers forward for consideration by Ministers..
