Flease refer to my latter of the 23rd october about the proposed constitutional changes in Hong Kong. In it I explained that consideration was being given to proposals alternative to trose in the Governor'a despatel No. 155 of the 25th Jugiat, 1949. Briefly, these alternative proposals are bɛsed on a system of indirect elmotions. There would continue to be certain official
nominated members, but others would be slsoted by and from the Coneral Chamber of Commerce, the Chinese Cheater of Commeros, the Urban Council and the "unofficial" J.P.a. There would again be an "unofficial majority". The following table gives the proposed compusition of Legislative Council and you will note that there would be five nominated members and, that this will enable the Covester to adjust the balṣnos of Legislative Council to ensure this as far as possible all commanities and interests
that should have sous déźree of representation.
