My papers on ths subject of constitutional reforms in Hong Kong have now come forward again.

I should be glad to know whether you are yet in a position to let us know what are the defence implications in these proposed constitutional developments and whether they alter in any way the arrangements whereby the Commander, Hong Kong, exercises an overriding authority in defence and security matters in cases of emergency.
