I am writing now to ask if you have any coments at this stage on our draft reply to despatch No. 155 and on the new proposals for the Constitution, since, as I have explained above, it is unlikely that approval of the new proposals will be withheld If we do not hear from you by the 15th December we shall assume that you
concur with the above arrangements.
6. I am writing in similar terms to Marris of the Treasury, Hayman of the Ministry of Defence and Miss Storar of the Commonwealth Relations Office.
