replying to the above despatch we might make the point that the proposals of the unofficials to give a greater preponderance to the unofficial side was welcomed by the Secretary of State, but in view of the narrowness of the franchise he would prefer some alternative arrangements, e.g. by indirect election, to achieve the same results.
