With reference to our meeting yesterday I enclose a draft of a despatch for use as a basis someonsideration at the further discussion with the Secretary of State next Wednesday.

Sir Charles Jeffries has seen it and agrees that it will serve very well for this purpose.

I also enclose a copy of the record of yesterday's meeting for your retention.

I hope Lady Grantham is well and enjoying a country existence, and wish the weather was more reliable for you.
