I promised that I would put this suggestion to you and see thether you thought that it would be procticable to mase provision in this way without running into other serious difficulties, or, if you thought timt this was aut pr.cticable, inther you had any other suggestions to Bale by lici. ar. Griffith'a objective could be achieved.
I should be very ¿rateful if you could let ae have your early views on this since we are anxious to get an informal letter off to the Acting Governor as soon as possible about the Constitution.
