hill you please refer to the correspondence about Hong Kong's territorial waters at present resting with "omlinson's letter to Sidebothar of the 4th February,1950.
I attach a draft savingram to the Governor explaining the position and seeking his comments; I shell be grateful if you and Allingham of the Admiralty, to whom I am sending a copy of this letter, would let me know by telephone whether you agree with it.
I should explain that we have now learned that liong Kong have just re-enacted their interpretation ordinance with a number of modifications. As you will see from the attached draft, unfortunately we did not know of this in time to ask the Governor to hold up the Bill pending consideration of this question of territorial waters.
I have ansed, and Allingham will perhaps confirm that tha Admiralty will be communicating separately with C. in C. P.E.S about this matter.
