Bill you refer to your letter of 2nd sugust about the status of Cap Fock? You will no doubt have seen since a copy of Trench's letter to me of 10th August enclosing a mewɔrandum on the subject from which it seems clear that Cap Rock is not and never has been ritish territory.

se have been hunting up our old files, including the one to which you referred me, and all the evidence we have found supports the view expressed in the Foreign Office memorandum. We feel therefore that we can safely assume that Gap tock is and always has been hinese territory and that consequently no question of claiming territorial waters around the island can arise, and we intend to inform Hong Kong accordingly. You will no doubt arrange for the charts prepared by the Hydrographer of the Navy, showing Hong Kong's territorial waters, to be amended accordingly.
