Kowloon- Canton Railway.
General Manager declined Chinese invitation to Canton on grounds that questions raised needed further consideration and sent letter on 21st April inviting Chinese side to meeting in Kowloon to which no reply yet received.

We are agreeable to resumption of through traffic provided Chinese would agree to limiting number of through trains and passengers to be carried as we cannot accept further heavy influx by rail. In return for such agreement, we would give extra facilities for through goods traffic. Proposed meeting would have to thrash out these points as well as finance angle. Customs does not present grest difficulties.

View has been expressed that with liklihood of easing of pearl River blockade offering alternative route to Canton, Chinese may not press negotiations.
