of 13th October, repeated to Hong Kong and Singapore. Begins.
Hong Kong telegram No. 1128 to Colonial Office.
Kowloon Canton Railway.
On political grounds I favour early resumption of through service. From the point of view of our relations with Chinese Government it is desirable that intercourse between Hong Kong and the mainland should be as normal and as free from restriction and impediments as possible.

I fully realise however the many other considerations which the Government of Hong Kong has to take into account.
