Dear Shepherd,
I enclose two copies of a Secret saving telegram to Hong Kong about a project of which the Governor must be consulted. As Cable and Wireless are to assume responsibility for Hong Kong's telecommunications services, including the technical side of broadcasting, it will obviously be necessary for the Governor to consult them locally at an early stage. It would seem proper in the circumstances that Cable and Wireless in London should be similarly informed, and we shall be grateful if you will undertake this in whatever way you consider most appropriate in view of the need to limit knowledge of the project as closely as possible.
