In a supplementary question on 15th February, Mr. Gammans asked whether I was aware that "there is great dissatisfaction in Hong Kong about this arrangement, for people do not see why they cannot have the same sort of set-up as in Malaya".

I enclose a copy of a letter which I have written to 'r. Ga:mans. You will note that I have emphasized the essential differences between "alaya and Hong Kong in this field and have used the points made in your telegram under reference.
3.
I should be grateful, however, for your further cœrents on the assertion in Ar. Gamans' supplementary question that the present arrangement is a cause for dissatisfaction in Hong Kong.
