LORD MAYOR OF LONDON'S GOOD WISHES TO NEW UGANDA

MUNICIPALITY

Messages from the Lord Mayor of London and from the Secretary of State for the Colonies (Mr. A. Creech Jones) were read on Thursday,

(Murch 3) at a ceromery to mark the raising of the status of Kampala,

commercial capital of the Uganda Protectorate, to that of a Municipality.

At the ceremony, the Governor of Uganda, Sir John Fall, laid the founda-

tion-stone of a new téwn hall.

In his message, the Lord Mayor saiâ:

"On the occasion of the establishment of the first municipality in

the Uganda Protectorate, as Chief Citizen, I send you cerdi! greetings

from myself and on behalf of the Citizens of London.

"The establishing of a Municipal Council An your country will, I

feel sure, provide yet another link in cementing the bonds of partnership

and good will between ourselves and the Colonial people.

"I extend to you my best wishes in the exercise of your new office,

and trust that your deliberations and decisions will lead not only to the

greater prosperity of your City and Country but will add to the co-opera-

tion between our peoples in the desire to achieve a real Empire brotherhood

and peace in the world."

The message from the Secretary of State for the Colonies reads:

"On this auspicious occasion I send to the Chairman, Councillers end

people of Kampala my congratulations on the attainment of municipal status

and my good wishes and good will for the success of their enterprises. The

development of effective and efficient forms of local government, whether

in rural or urban areas, is an essential part of the purpose of His Majesty',

Government as well as of the Government of Uganda. In welcoming his first

example of local municipal government in Uganda, I am confident that your

new municipality will amply justify itself as the years unfold, I have

high hopes for its future work for the wellbeing of the people of all races.

Kampala, the largest town in Uganda, has a population of about 15,000.

It is administered by a Municipal Council consisting of European, Asian and
