When I was in Hong Kong a number of people, both European and Chinese, mentioned to me the desirability of the broadcasts from Hong Kong being heard in South China. I was told that leading people in Canton particularly were complaining that they were unable to hear Hong Kong broadcasts. I was also shown the despatch at (18) which says in effect that no help will be coming from Imperial funds to enable Hong Kong to broadcast more powerfully so that its programmes can be heard in South China.

As a result I included the somewhat cryptic note at (25) in my report on Hong Kong.

I appreciate that we in the Colonial Office have been unable to do anything about this. It is perfectly clear that we shall get nowhere unless the Foreign Office regard this proposal with favour and are prepared to ask the Treasury for funds. would seen from "B" of the same letter that it is clear that they wish to concentrate on the service put out by B.F.E. B. S. in Singapore. The present transmitters of B. F. E. B. S. are more or less useless for this purpose, and I understand that it will be two years before they get new powerful transmitters.

In any event South China will not be so interested in héaring Chinese programmes from Singapore as they would be interested in Chinese programmes from Hong Kong with which they have the closest trade and cultural links.

3. Would you see any objection to my arranging to discuss this matter further with Mr. Pilcher of the F.0? I would propose to discuss orally and not to write any more letters at this stage.
