SECRET.
As promised in our telephone conversation on Wednesday, I enclose a copy of a letter we have received from Cable and Wireless Ltd. reporting an enquiry made by Major Frampton of the F.B.I.S. about the prospects of their obtaining transmitting time from the Hong Kong broadcasting station for "Voice of America" broadcasts. I am also sending copies to Spinney (General Department) and Crossley (Information Services Department) of the Foreign Office as I imagine that the request is not without political complications.
We shall,
of course, be interested to see any official enquiry which the Americans may make; our views on the subject generally were set out in a letter to Dudley of the Foreign Office on 12th December 1946, (of which I sent you an extract in connection with the Lutheran project in Cyprus), and I am now sending you the whole text of the letter.
O.J. Whitley,
Information Department,
COLONIAL OFFICE.
Yours sincerely,
(F.E. JONES).
