1 Schools Programme Assistant who should be a European with

experience of writing and producing for radio, if possible for educational broadcasts. The scale should be £660-£840 plus expatriation allowance £150-£250.

1 Schools Programme Assistant (Chinese) who should be a graduate

of Hong Kong University, seconded from Education Department. He should be almost equally fluent in Cantonese and English, and have almost equal understanding of European and Chinese attitudes towards education. The scale should be that of Assistant Masters $5400-89120.

1 Junior Schools Programme Assistant (Chinese) who need not be of such high academic standing as the Chinese graduate, but must have a gift for radio writing and production. The scale should be somewhat lower than that of Assistant Masters.

1 Typist.

1 Chinese Writer.

54. The addition of Schools Programmes to the output of Z.B.W. and Z.E.K. would probably mean that a small addition to the technical staff would be. necessary. The present technical staff, however, are remarkably ingenious in carrying much work in few hands, and I hesitate to estimate what addition would be necessary.

55. I do not recommend that any reliance should be placed on recruiting from the B.B.C. for the post of School Broadcasting Organiser. Radio Malaya has been trying to recruit staff for schools broadcasting for the last two years, and the B.B.Č. has not proved a fertile source.

56. The number of persons with any considerable experience of schools broadcasting in Britain is small, and many of these are specialists who have now gone on to posts higher than that which would be offered by Hong Kong; else have not the width of experience and knowledge which are required for this post.

Moreover members of the B.B. C. Schools Staff have not all had experience of teaching, nor have they all experience of dramatic production.

57. The Hong Kong staff must combine educational experience and radio experience. It would be more advantageous to recruit in Hong Kong a person with the necessary educational experience, and to go abroad only for a person with experience in radio production and writing. This latter person can be young, need not be a graduate, need not have had teaching experience, and is not particularly difficult to find.

58. This staff would need supplementing in the course of two years by an additional Programme Assistant and an additional Junior Assistant, and by a further typist and Chinese writer. It is likely that these two additional assistants should have specialist qualifications, for example in history or science, as well, of course, as writing ability, but no decision should be taken on this matter until the abilities of the original staff have revealed themselves, and the requirements of the service can be seen more clearly. The qualifications of the staff need careful balancing, both in relation to one another and to the availability of expert help from outside.

59. It is a great advantage, although not essential for the staff to have good broadcasting voices.

60. The Organiser and the Schools Programme Assistant (Chinese) should spend two months with Schools Department of the B.B.C. or Schools Division of Radio Malayà before taking up their work.

The Initial Programme.

61. Broadcasts dealing with language are the most obvious examples of those which are both urgently needed and relatively easy and inexpensive to produce.
