Dear Blackburne,

I am writing only to confirm the situation regarding the expansion of the Hong Kong broadcasting station.

You will recall that at the C.I.P.C. on Thursday, July 21st, the conclusion which we had come to in the Foreign Office that financial and jamming factors combined made it inadvisable to proceed with the project, was reluctantly endorsed by the Parliamentary Under-Secretaries there assembled.

The Secretary of State has now left on a holiday and it is not proposed to make a further submission to him.

Unless Mr. Creech Jones wishes to speak to Mr. Bevin later on, I suggest we leave the matter now as having been settled at the C.I.P.C. level.
