I agree with Ambassador Nanking (his telegram No.1436 to Foreign Office) that draft directive places emphasis too heavily on anti communist publicity, in effect making Hong Kong purely an advanced base for attacking eastern communists,

An important function should be to help counter communist propaganda directed against Hong Kong. This might be met by a new section on following basis:-
"Dissemination of positive publicity and information about British achievements in labour, industrial and other fields xquaxixixx Xxxxxspeedkay Antenexxx for Hong Kong". Ends.
