Sir,
I have the honour to refer to your telegram No.1293 Secret of the 27th of November,
I have the honour to refer to your unnumbered Confidential telegram of the 1st of December,
and to thank you for your response to my request for information as to the points which should be raised during the visit to London of the Director of the Regional Information Office in Singapore.

I now enclose for your information, and for any comments which you may care to offer, a copy of a memorandum prepared in the Foreign Office on the subject of anti-Communist propaganda in the Far East. This memorandum outlines the problem, defines the general lines of propaganda which might be used, and describes the machinery for carrying out this propaganda. You will note that the annexe to the memorandum consists of a Note on publicity towards Communism in Malaya (and Borneo), and China, the contents of which were conveyed to you in my telegram No.686
to the Commissioner General repeated to you No.1339
of the 16th of December.
3.
I hope that the measures described in paragraph 13 of the memorandum for the strengthening of the Regional Information Office will meet all of the points which have been made about the operation of the office. The detailed comments contained in your/
the High Commissioner's telegram of the 27th of November were discussed with the Director of the Regional Information Office during his visit, and he gave an assurance that all of these points would be met when the staff of the office had been strengthened on the lines set out in the memorandum.

I would add the following comments on points of detail in the memorandum:
Paragraph 12 (o); Broadcasting
