I am afraid that I mislead you in our telephone conversa- tion to-day, as I now find that, according to "X" of Mr. Morgan's minute of the 1st November, agreement was reached apparently between Hong Kong and Singapore and Nanking on the terms of reference of the appointment, but the relevant correspondence does not appear on this file and that fact mislead me in going through the registered enclosures. We need not, therefore, consult the Governor further, but must hope that satisfactory relations will obtain between the F.R.O. and the R.I.O. rep- resentative.
