There are two outstanding matters on these papers.

1. Reference (37), (30), and Mr. Paskin's minute of 6/X/49, Hong Kong Department will be interested to see the terms of reference for the proposed appointment of the Hong Kong representative of the Regional Information Office. Provided that there is harmonious personal teamwork between this Officer and the P.R.O. Hong Kong, there is no reason why the former should not prove a valuable asset to the normal operations of the Public Relations Office.

2. Reference (34)-(36), I attach a draft savingram to Hong Kong, but I suggest that Hong Kong Department may wish to consult South-East Asia Department, because Malaya has both long and recent experience in coping with Communist activities in Chinese schools and useful extra information may be available for the benefit of Hong Kong.
