1. With reference to the minute relating to Hong Kong broadcasting, this matter was discussed once more by the Colonial Information Policy Committee this morning.
2. We have now got a good deal of information relating to this suggested alteration in the service, but I understand that the Foreign Secretary is doubtful for political reasons as to whether we should increase the volume of the service at Hong Kong just at the moment; in other words, whether it may not be taken to be provocative.
3. We have asked for a Ministerial ruling on this point. It is, of course, entirely a Foreign Office matter, since the present station adequately serves the population of Hong Kong and the
New Territories. It would be a costly matter to instal a new and powerful transmitter, and would take approximately 18 months.
4. The minutes of the meeting will be forwarded to you in due course.
