I attended a meeting in Mr. Dening's room with Mr. Paskin of the Colonial Office, Mr. Blackburne and Mr. Scarlett this morning to discuss the two matters -- an expansion of Hong Kong broadcasting and the appointment of an additional Information officer on anti- Commanist work in Hong Kong.
Attached are two draft papers which I was asked to draw up as a result of the meeting. It is proposed that these should be agreed between the Foreign Office and Colonial office, and should be presented to Mr. Kayhew. It might then should be proposed that Mr. Mayhew should advise the Secretary of State of these views, if he agrees with them, and suggest that the matter mây now be dealt with in the framework of the Colonial Information Folicy Committee agains The Colonial office must similarly advise their Minister.

I am sending a copy of this minute and of the drafts to Mr. Dening for his agreement, and also by urgent messenger to Mr. Paskin of the Colonial office. It is hoped to get them agreed today in order that Mr. Mayhew mây discuss them tomorrow. It should thus be possible for Mr. Mayhew to see the Secretary of State (who is going away on the 20th) immediately afterwards, and then the matter can be brought up again at next week's C.I.P.C.
