With reference to the last paragraph of your letter I have no comments on Foreign Office memorandum P.R. 1243/9/G which you enclosed.
As regards the regional conference of Informa- tion Officers which is to be held, I suggest that the agenda might include the following items, which you may well have thought of already:-
(a) Provision for central monitoring of Chinese
Communist broadcasts and press.
(b) Discussion on methods of combatting Communist
influence and penetration in youth movements and education.
(c) Arrangements for liaison with Service P.R.Os. and
education officers (this is important as far as Hong Kong is concerned in order to explain to the troops why they are in Hong Kong and what they may have to fight for.)
