We have now been able to discuss further with Harmon and Pepper who were here for Regional Conference of Information Officers.
2. Work envisaged for liaison officer is:
(a)'
dissemination of anti-Communist propaganda particularly
in Chinese press.
(b) Advising radio guidance and material.
(c) Collecting propaganda intelligence material for passing to R.1.0. and I.R.D. and for use locally where suitable.
In addition working closely with P.R.0. Hong Kong would be in regular contact with S.I.F.E.

(c) above is of great and growing importance because of flow of Chinese refugees and Europeans travelling from Communist China. (These Chinese are not coming on to Singapore).
4. If the liaison officer is a member of R.1.0. in Singapore his terms of reference will be covered generally by R.I.0. terms of reference, and Colonial Office telegram No. 116 Saving to Hong Kong. Locally he would of course fit in as

5. Your paragraph 3. He will need a personal assistant. R.I.O. Singapore can handle other ad hoc work.
