We will not (repeat not) however tolerate activities
of the Communists any more than of any other kind of publicity and press agencies in British territory prejudicial to law and public security and we are moreover prepared to take reta- liatory measures where considered appropriate.
4. Further point is that ostensible ground for fore- bidding activities of B.I.S. was that no (repeat no) diplomatic relations exist and that in consequence propa- ganda activities by the Embassy were out of place. This ground is specious but hard to counter and makes closure of N.C.N.A. inappropriate as a retaliatory measure.
