Reference paragraph 4 of the attached telegram, the Minister of State said that he would like you to know his reactions to the Governor's request. Lord Listowel feels that we should ask the Governor, before he takes any action against the Agency to let us know the precise reasons for so doing - unless it appears to him that the Agency's activities are clearly calculated to provoke disorder.
Lord Listowel feels that action against the press is so susceptible of Parliamentary criticism here that we must be particularly guarded in the amount of discretion we give the Governor.
