News Agencies in Shanghai and Hong Kong.
The North China Daily News has since September 7th renewed publication of Reuter's despatches including several items which cannot (repeat not) possibly be palatable to the Communists. Whether such news is monitored or is once more supplied through Reuter's local agency we are, in effect, restored to the original position with respect to the policy of restraint quoted in paragraph 3 of my telegram under reference.
