I assume that Top Secret telegram No. 730 of the 23rd April will be registered on 94095/7/49 below. Mr. Paskin and I showed it to Mr. Rees- Williams last night, whose feeling was that we should give the Governor discretion to do whatever he thought fit in regard to this newspaper issue, and that we should try to get the Foreign Office to agree to this. Mr. Galsworthy,

to whom we mentioned this at tea, was, as you know, inclined to think that now was the time to give the Governor the necessary powers to act as

the draft Freedom of Information Conventions possibly affected were not yet signed, but that we should have to keep Mr. Fletcher-Cooke fully

briefed on any decisions taken.
