TOP SECRET

Appendix E.

FRANCE.

1. In December, 1947, CHEN Chia Kang; (7115/1367/1660) © CHN KA HONG (Vice-President of W.F.D. Y. December, 1947, to February, 1949) suggested to CHEUNG HON FU (1728/3352/1133), a leading member of the Chinese Communist Party in Hong Kong, that he should obtain permission from a r. CHAU (unknown) to establish an agency in Paris. If permission were granted, CHEN would negotiate with the French authorities. However, it seems that permission was not granted, for in March, 1948, it was reliably reported that the question of the Paris agency was to be shelved.

To date (lay, 1949) no known office exists and all material is sent direct from London to interested persons in France.

CZECHOSLOVAKIA.

In September, 1947, WU WEN TAO (0702/2429/3447) © NG MAN TOH was reported to have been ordered by the Head Office (N. Shensi?) of the NEW CHINA NEWS AGENCY to accompany the delegation of the Young Men's Organisation to Czechoslovakia, At the same time, he was reported to be the representative of the Pressman's Association in the Liberated Areas,

2.

In December, 1947, it was reported that WU had settled down in Prague, but was in need of an assistent.

3.

In June, 1948, WU came to England and stayed with Raymond WONG, months later he returned to North China,

In January, 1949, WU CHING (0702/7230) (1.I.D.F. representative in Prague??) was reported to be helping with the NEW CHINA. NEWS AGENCY,

5. A delicate source in March, 1949, revealed that Raymond WONG had stated that he no-longer required daily bulletins from Prague, as wireless reception in London was now satisfactory and he could receive reports direct from N. Shensi, Weekly reports, however, were still to be sent.

6.

It was also reliably reported in the early part of 1949 that bulletins were being received from Hong Kong.
