In (34) the Governor has explained the considerations which induced him to is sue the recent formal warning to the New China News Agency and he asks for discretion to take

immediate action, including possibly closure, should the N.C.N.A. again overstep the limits to which their attention has now been officially drawn.

We have already agreed ((14) on this file) that the Governor should take immediate action against Communist newspapers if they print openly subversive articles and while the Governor may equally need to act quickly against the N.C.N.A.; there are in fact indications, judging from the Reuter report at (36), that the N.C.N.A. is out to provoke the Hong Kong Government.
