Suggest you omit suggestion that you are in Hong Kong on Cabinet instructions and make no public reference to further reinforcements in view of Cabinet decision of 26th May. You might say that you are studying the defence of Hong Kong, with particular reference to problems caused by present unsettled conditions: the finited Kingdom Government hopes to establish friendly relations with whatever Government is in power in China: this is in no way inconsistent with close examination of the defence problem here.
