On naval, military and air matters affecting more than
one service, you will address the Supreme Allied Commander. On matters affecting one Service only, your normal channel of communication will be direct to the Commander-in-Chief of the Service concerned at Headquarters, South-East Asia.
On civil matters you will continue to address the
Secretary of State for the Colonies, ensuring that
the Governor is consulted and informed to the necessary extent.
You should hand a copy of this Directive to His Excellency the Governor.
