The Secretary of State yesterday told me that he wished to put in a paper to the Cabinet to obtain approval for the replies to be given to the Governor of Hong Kong on the two issues raised in paragraphs te and 18 of 5.A.0.(49) 5. When however, I mentioned this to kr. Luke of the Cabinet Secretariat, he took the view that it would be inappropriate to submit these matters to the Cabinet until they have been cleared, as far as possible, interdepartmentally. The hope was that they would have been so cleared at the meeting of the F.E.(0) Committee last Tuesday, but, by force of circumstances this did not prove possible. lir. Luke. also suggested that it would be a mistake to cumber the Cabinge with these two side issues (however important) at the meeting, when they will have to face up to the main question of sending to Hong Kong sufficient forces to meet an external attack by Chinese Communist forces.
I agree with this view and I accordingly submit draft letters to the Foreign Office and the Ministry of Defence as to the action we propose should be taken on these two matters.
